I've posted a thread with the same issue but has gone inactive. 

 

i7 4790

8GB DDR3 Single Channel

ASUS STRIX GTX 960 2GB

 

Please, no one so far has been able to fix my issue. Happens on GTA5 Sometimes and DayZ, h1z1. I've had the stuttering issue when before I upgraded my CPU to an i7. I even reformatted my PC and reinstalled all the drivers to the latest. I also turned off hyper threading. 

 

I also did a DPC Latency and got this result.

Many times when it happens I see the GPU load go very low, what could be caused by bottleneck. Despite you having a good CPU, it's a good place to start checking CPU usage in taskmanager. Total usage is not even that important, but more the strain on logical cores, so rmb the graph to switch it. Take screenshot of taskmanager when this happens during gaming.

 

Also 8GB RAM might be holding back the CPU. What speed it runs on in bios? Can you borrow 16Gb from some one else and try out if it helps?

I cant get anyone that has 16GB. Beside I'm tired of spending money on parts.
