Note 4 odin problem

My mom dropped her phone in the water so we waited a week and then when we try to open the phone it has a bootloop. So im trying to use odin to install twrp and install a rom to try to fix it but when i try to use odin to install twrp it says custom binary(recovery) blocked by r/l. Which is apparently is an antitheft measure. How do I fix this?
