Not unless the PSU's fan is sucking air from the same space as a GPU fan.

 

I use an NZXT Manta and my GPU is super close to the basement cover of my case, hasn't caused me any issues.

 

If it's like my old 670, the fan should be at the end anyway, which would mean its sucking the air from in front of the PSU. Which means it's fine.

In that specific setup, it could be obstructif so close to the PSU unless you have a blowerstyle card. However this also depends on size of PSU (length, height is overall universal). Some lower wattage PSU might have a smaller physical size. If you go with a normal size PSU there are already differences, but if you would go with a SFX formfactor you probably can run a normal aftermarket cooler with ease.

 

But if the caseroom between PSU and GPU is a bit bigger (that depends more on the specific case), any GPU cooler might work. So because of this try to find out that clearing, because blowerstyle cards overall are more noisy and hotter overall (think the standard AMD/Nvidia founders edition).

You mean on the bottom of the frontpanelside? It won't be the day and night difference. The problem would mostly be the very restricted room between PSU and GPU if it blows into the case. If you have a few centimeters extra form a 3th open bracket it's not such an issue anymore. But the one on the pic, is very thight since it only has 2 brackets that is filled by a dual slot card.

 

Note btw, that it matters what GPU you plan to buy. If it is like a 1050Ti orso is overall good to go in this pic, where a 1080 would be far from recommended :) A card like the 1050Ti produces much less heat overall, so thats also easier to keep in acceptable temperatures.

Honestly, if your goal is small ITX with full featured performance, I'd skip that case and go for something like a Fractal Designs Core 500. You can fit a full size air cooler like an NH-D15 or even a 240mm AIO, full size GPU, and everything in much less space. It also gives the GPU its own cooling vent with magnetic dust filters.
