Take screenshots of the GPU working and installed. Take pictures as well of the GPU and especially the serial number. Take another picture of it in the box and you'll be good to go.

what if they say it Is broken and get PayPal to get there money back because it get too hot

You can dispute and attempt to resolve the problem before they get their money back. That's where your screenshots and pictures come into play.

 

You can also refuse to sell to people with a low amount of feedback.

should I sell it first or buy the new one and what card to get that make less noes

I would buy the new one first so you have less downtime. Once you sell the card it takes about a week or so before you receive your money.

I think I have bad lukc can not even buy that card now

if have to I  could use intel gpu  before the new one come  and what confuse me is one site told me this Our builds are all very quiet, even though they're not maximum performance / price.

what is normal compute sound is it nomal to here some fan noise

Yes, it's very normal to have some fan noise but most of the time you won't hear it unless it's at high speeds.
