Compatible Processor

Since PC Part Picker is acting up, I'm forced to ask you guys for help. My brother has an old computer that he's been using for surveillance for years and wants me to upgrade a few parts without replacing the entire thing and so I've gathered some information, and so far this is the motherboard it uses: http://www.newegg.com/Product/Product.aspx?Item=N82E16813131088

And the processor is some kind of Intel Celeron D from 2005 and it has some random ATI graphics card (yes, you read that right ATI, not AMD) single slot that's passively cooled, some random no name PSU (I'm debating whether or not to toss it out and buy a $20 EVGA PSU), unknown amount of ram (I'm gonna guess 1 GB DDR2, I'll see if I can at least get this thing running 4 GB) and an IDE controlled HDD that I'm most likely going to toss and replace with a NAS drive for long term durability.

So I know that the motherboard is a socket 775 motherboard, what I don't know is whether or not the Core 2 Quad Q9650 (this one: http://ark.intel.com/products/35428/Intel-Core2-Quad-Processor-Q9650-12M-Cache-3_00-GHz-1333-MHz-FSB) is compatible with this motherboard and whether or not I'll be able to find driver support for Windows 7 before I sink some serious money into restoring this thing.

I had a couple of those boards in work PCs and unfortunately they don't support the Core 2 Quads.
