Windows 10 creates that partition when is installed, it's not a good idea to erase it.  I did a clean W10 install on my PC when I bought my SSD, and it has that partition.  

 

Is not for storing old windows so you can downgrade.

Looking at the information you have provided indicates that the partition is empty. Windows 10 no longer needs the partition and it can be safely deleted and reintergrated into an adjacent partition.
