Windows 10 2-3 second soft locks.

So, I decided to go ahead and replace both the PSU, since I intend to run SLI on this build and the ram, after replacement of ram and a new PSU (Corsair Rm1000i)everything seems to be running excellently. I wanted to say thank you to everyone who chimed in and offered there suggestions!.

I recently built a new system, every 1-2 minutes windows will hang for 2-3 seconds and then catchup. The times that it will do this the mouse will stop moving, or if I am typing it will lag out and repeatedly type the last character. 

 

Specs are as follows:

CPU Intel I7 6850k (passed processor diag tools)

Mobo MSI Pro Gaming Carbon X99A   Bios: 1.30 

RAM Team Elite: DDR4 2X8GB sticks @ 2400mhz 16-16-16-39 

SSD: Samsung Pro Evo 850

PSU: Corsair V650

GPU: ASUS Strix GTX 980TI

 

The most perplexing part is the error only is happening while at the desktop or browsing the internet, I launched Battlefield 1 and was able to play with no hangups. I'm not sure where to start troubleshooting.

(things I have already tried, fresh reinstall of windows, fresh install on HDD, fresh install on extra SSD, all yielding the same result.)

Try installing older versions of your GPU drivers. 

 

Try updating the BIOS or even downgrading the BIOS

 

Look in resource monitor and task manager at large spikes when the freezing events occur.

Bios is on most current version, also tried the backup bios which is several versions behind to see if it helped. -No improvement. 

 

GPU drivers (updated, downgraded) - No Improvement,

 

Resource manager-- Win 10 seems to be maxing out SSD during freeze, but by the time is unfreezes disk usage drops- may be the problem, but I'm not sure what would be doing it.  Also getting a large amount of hardfaults/sec over on the mem side around the same time. (RAM passed memtest)

This is usual symptoms of Drive Failure. Odd cause you said you installed on another drive and encountered same issue.. Could it be the SATA header is going bad on the MOBO?

 

wait wait wait wait wait....   Do you have the other drive still plugged in? Cause having a drive start failing even if its not holding the OS still causes this fault in Windows. Unplug the bad drive and see if issue ever reappears.
