System service renders my pc useless...

So when I wanted to brows the web for dank memes today chrome froze and some seconds later crashed and my system became really slow and unresponsive. So i shut my system down, restarted it and cleared the cache, thinking that a restart may have fixed it. But it didn't. After opening the task manager I realized the problem. Some of the built-in services (Windows Defender and Superfetch to be precise) are just pegging my RAM to 98% usage. I have 8 gb btw. 

What the fuck is this and how do I teach it not to fuck up my system? Has anyone of you had similar experiences?

I basically can't shut the services down, because Windows won't allow it.
