Seemingly having coil whine issues since I installed a new CX450M with my GTX 560. However even with my old psu the coil whine is noticable (not as loud as with new one). What should I do? Is it a replacement of the GPU or the PSU. Never did this before... unless it went unnoticed..

it can be either, you can try installing a different GPU with about the same wattage to test if its the psu or gpu. if you want to fix it than you can try using epoxy or something like that on a coil to pin them down hard.

Thanks, will do that asap. There is a small whine noise from the psu  itself but I presume it's the same for most and I can only hear it if I really listen...

Err you mean the GPU is making the coil whine right?

Does it happen only under load? because I've watched some videos before and read some forums, they said to just use a frame limiter on games when your FPS goes beyond  your monitor's refresh rate. I think it was an issue before with Starcraft II, I forgot.

You can bark like a dog, but that won't make you a dog.

You can act like someone you're not, but that won't change who you are.

Finished Crysis without a discrete GPU,15 FPS average, and a lot of heart

How I plan my builds -

Spoiler

For me I start with the "There's no way I'm not gonna spend $1,000 on a system."

Followed by the "Wow I need to buy the OS for a $100!?"

Then "Let's start with the 'best budget GPU' and 'best budget CPU' that actually fits what I think is my budget."

Realizing my budget is a lot less, I work my way to "I think these new games will run on a cheap ass CPU."

Then end with "The new parts launching next year is probably gonna be better and faster for the same price so I'll just buy next year."

Ok so with a GTX 750TI Gigabyte there is seemingly no noticeable coil whine. However there is a small bit of noise from the PSU, is this normal? worried about this and unsure if the psu is fine or not...

Well the 560 pulls around ~150w on idle and ~300w on load but the 750ti only pulls what ~70w? So that's not really helpful... But since you said there's a bit of noise from the PSU with the 750ti, try putting your computer under as much load as you can and see if the PSU makes more noise... If it does, then PSU is whiny. If not, then it's just the GTX 560.

My best guess is it's the PSU since you're getting noise while a higher wattage card is in, but you'd have to test it to find out.

It's the only card available to me, it makes a noticeable sound with side panel off and when listening carefully. Both psu and gpu that is. When under load the noise is more noticeable from both, with panel off and listening. Is it just natural that these sounds occur? noise is present with old and new psu.
