I'm loving battlefield 1 to death, but im starting to get frustrated with general poor performance no matter what settings I seem to pick.

Currently running on everything low @ 1080-1920.

Win 7

16gb ram

I5 4690k overclocked to 4.2

Evga gtx 970

I was playing at medium settings and the game was running at ~ 90-150.

I have a 144hz monitor, but i dont really care about utilizing it for this game (bought it for csgo). so at this point im doing 60hz. vsync off (fuck vsync). ive tried fullscreen and borderless. nothing is making it bettee. it just lags and slows to a crawl all of a sudden now. drivers are up to date as well.

Edit: fixed res

you should be able to run it ultra everything 1080P but keep your MSAA @ 2x. I have a 970 with a 3579K @ 4.5ghz and was getting high 70's to low 80's in performance.

Right?! Thats what I was thinking. But im dropping the low 20s when I  ADS. And it seems to be getting generally worse the more I play. idk what im doing wrong.

Should I try to overclock more?

Don't overclock anymore, infact, if you have overclocked, reset it back to normal, as overclocking in some case can cause instability.
So reset and see how it is, also is your resolution scale on 100% in settings? Any higher than that and you are rendering higher than the resolution you selected.
If you are using DX12 mode switch to 11 as 12 is shit.

Im already running dx11. Res scale slider was at left alone at 100%.

We both have the same experience buddy, my CPU usage is at 100% in battlefield 1 and the GPU at only 30-70% usage.

I also experience framedrops and stuttering, frequent screen freezing and this only happens in battlefield 1.

My rig:

i5-4670

GTX 1060 6gb

8gb 1600mhz ram

Strike the shepherd and the sheep will scatter.

Ok then, so I would try a clean driver install.
Use DDU from here.
http://www.guru3d.com/files-get/display-driver-uninstaller-download,20.html

Let it go in to  safe mode and cleanly remove the GPU driver.
Make sure you have the latest driver ready to install.

http://www.nvidia.co.uk/Download/index.aspx

Do that and see how it is.

If you GPU usaged is only 30-40% you have a GPU throttling issue issue. The GPU should be running in the from 90-99%. The best way to cure this is a hard reset. Shut your computer down and turn off your power supply either by the switch on the power supply or unplug it from the wall and hold the power button down for 10 seconds a few times. Reboot and your GPU usage should be at or near 90-100% utilization.

CPU running @ or near 100% doesn't mean your CPU is struggling. Mine goes anywhere from high 70's to close to 100% when playing certain games.

Both my CPU and GPU are 90-100% usage. ive tried everything I can think of. For now im just trying to stay out of close quarters combat. long range sniping for me I gues.

Well it means you need better hardware to get higher framerates. From what I've seen, something like a 6700K and GTX 1070 are the minimum for smooth gameplay.

BF1 should run on lower Hardware just fine. Most Gamers dont own highend CPUs. But 100% CPU usage is way too much. No wonder he has Problems .

It's the latest BF title. It should be improved over the previous one, which implies needing better hardware to run well. It's not DICE's fault that people don't want to or can't upgrade their CPUs.
