The EVGA 1070 and 1080 FTW both have a dual bios.  The bios is changed via a small switch near the 2 x 8pin input locations.

You don't actually access the bios...not on pascal, at least, not yet.  To overclock, you use either MSI Afterburner or EVGA Precision X.  I highly recommend MSI's AB.

It tells the Graphics card how to do its job.

 

Bios stands for Basic input output system. The CPU tells it to render the frames(input) it does that and renders the frames (output).

 

Without the BIOS you'd have the parts, but they wouldn't know what to do or how to do it properly. 

Think of the BIOS as the instructions everyone follows to do their job correctly.

So the BIOs takes what the CPU gives to the card, and renders it?

They've announced that they're going to fix all of the cards without the thermal pads for free, I doubt they're going to put out multiple new batches with the same issue
