Can't get new 3TB Seagate Barracuda to come online

I'm running Windows 7, and have 4 drives in my system. I have a 256GB 840 Pro for a boot disk, and 2x 1TB WD Caviar Blacks in RAID 0, and a 3TB Seagate Barracuda I just bought. I went into Disk Management to format it, and I see two partitions, one being 2048GB and one being 746GB. Whenever I try to make a new simple volume from the 2048GB partition, I get this error:

and the drive is still offline. Any help?
