That's like a sub $700 build. Add a 250GB SSD, 16GB ram and get a better PSU.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor  ($194.88 @ OutletPC)
Motherboard: Gigabyte GA-H110M-A Micro ATX LGA1151 Motherboard  ($41.98 @ Newegg)
Memory: Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-2133 Memory  ($73.99 @ Newegg)
Storage: Crucial MX300 275GB 2.5" Solid State Drive  ($69.99 @ Newegg)
Storage: Seagate Barracuda 2TB 3.5" 7200RPM Internal Hard Drive  ($69.99 @ Newegg)
Video Card: Gigabyte GeForce GTX 1060 6GB 6GB D5 6G Video Card  ($254.98 @ Newegg)

Plenty of headroom for an i7 or i5-6600K.

I agree with @antisleep, if your budget of $1000 is just for the tower, throw some more stuff on there. I second his recommendation of an SSD. Probably the biggest bang for your buck. As well as doubling the ram and adding a nicer CPU. Good luck with the build and keep us updated!
