Need help asap please

Hi I just bought upgrades for my pc and I ran into a problem. I went to go turn on my PC and its not posting. I have the Z170-A motherboard and it has LED lights to tell me what specific parts are working and not working. The boot device LED is solid red. I thought it was a motherboard problem so I got a new Z170-A motherboard shipped to me and I got the same results. Ive checked all the cables again and again and I dont see a problem anywhere

This is my build I reused my 1tb western blue hard drive and graphics card.

Try to change the ram slot and make sure that it is in the correct slot by checking your motherboard manual if it isnt working , try the second PCI slot on your motherboard and put he Graphics card in it . If it doen't help try removing thegigabyte card and run on integrated graphics . If that doesn't help too , i hope trying another power supply to power up the system . The worse case is a problem with the cpu . Waiting for your answer

Do try a different RAM slot, yes, and also try clearing the CMOS just to be on the safe side. I'm also noticing in that picture that the PCI-E power cable looks like it's not fully inserted into the graphics card, as it's coming off at a weird angle.
