LED is just back light style, and LED is kind of the standard now.

 

IPS - Better colors and viewing angles, slower response time, like 5ms

 

TN or non IPS - Worse colors and viewing angles, Faster response time, like 1-2ms

All modern monitors are going to be LED, as opposed to the old CCFL(cold cathode florescent lamp).  They're both LCD (Liquid Crystal Display), but the difference is the backlighting (LED vs CCFL).  LED monitors are thinner, lighter, more power efficient, and give better color contrast.  IPS Panels (in plane switching) give much better color representation.  Better picture quality overall, imo.  Most IPS panels have refresh rates of 60Hz. Anything above that gets pretty pricey.  TN or non IPS panels don't have as good of color contrast or color gamut, but they offer faster refresh rates of 144Hz.

Response times for IPS panels are measured differently.  I'm not sure of the particulars, but 5ms on an IPS display doesn't necessarily equate to 5ms on a non-IPS display
