I wouldn't recommend touching hardware just like that. If Windows does not see your GPU then I would think there is something wrong with them rather than card or Nvidia drivers. Normally this kind of stuff with windows just works plug & play style.

There are quite few software to check hardware temperatures rather than touching them.

I bought gigabyte gtx 1060 6GB recently. And when I turn on my pc, it seems like  windows 10 is not able to find her. Also the fans are not working, altho lights on the card are on. And after few minutes of use, the card gets really hot and the fans are still not spinning. I tried installing nvidia drivers, but it says its not compatible with my windows. I got win10 64bit and i downloaded the driver for it. And its still not working.

Is the card well plugged in ? Did you connect well the Power cords to the card ?

What is your Power supply and rest of the computer components ?

The card's fans should spin up automatically even without drivers.

If it doesn't, then you probably got a dead card.

The pascals card runs very low temps C

Mine dosnt spin until I play a game, it dosnt spin at all when idle because it keep itself cool easily without even using fans..

If available I would try the card in friends PC just to make sure none of your build is causing this. If it works in the other machine then perhaps windows itself is messing things up. If it also doesn't work in the other machine then return the card...

I cant try it on other pc, my friends have laptops :(

It seems like its a driver issue. Try boot in safe mode and use Driver Display Uninstaller, reboot in normal mode then install latest drivers.

After you can go in Device proprieties and verify that your gpu is listed
