Stream a webcam over network

Hello !

I want to stream the video of a webcam over ethernet. I researched a little bit and found out that VLC has this function but I did not get it to work. I want to play it back on another device with the video-tag  of HTML5.

There is software to convert a webcam to a JPEG, Flash, java or H.264 stream. Try WebcamXP.

Oh I forgot to say I'm running this on an Raspberry Pi so no Windows because money.

At this time it's just a concept. So I don't know ...

Can OBS do this ? Then that would be the solution.
