TF2 frequently crashing

Hello! TF2 keeps frequently crashing on me (whilst and whilst not recording), and what I mean by crashing is not just closing out or my PC just restarting. I mean by that it just freezes for a second, then continues to play on. I mean this by the frames will DROP to 0 and climb back up again! Sometimes the game will just freeze altogether and I have to Ctrl+Alt+Delete to open task manager and close it... it's really bugging me as it is making it hard to play the game and get good footage for my YouTube channel. Any help is appreciated

 

Specs of my PC:

Intel Core i5 4460 3.2GHz

MSI GeForce GTX 960.

 

Notes:

•I run the game at the specifications recommended by TF2.

•I record OBS with my GPU (But these freezes are happening whilst not recording too)

•I have my PC under my desk standing just above my carpet on my desk leg. Maybe dust is causing things?

•I have not been recording temps, so if you can link me to a CPU temp program and I'll download MSI Afterburner!
