Right now I have a pretty aged setup with an AMD Phenom II X2 555, an AMD Radeon HD5850, coupled with 8 GB DDR3 RAM. This is what I had in mind:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor  ($195.79 @ OutletPC)
Motherboard: Gigabyte GA-Z170-HD3 ATX LGA1151 Motherboard  ($100.49 @ OutletPC)
Memory: Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-2133 Memory  ($87.99 @ Newegg)
Power Supply: Corsair CXM 650W 80+ Bronze Certified Semi-Modular ATX Power Supply  ($80.98 @ OutletPC)
Total: $465.25
Prices include shipping, taxes, and discounts when available

I would reuse the rest (storage, peripherals, graphics card). Then buy either an RX480, or an RX490 if that ever comes out. Also, I plan on buying another one later, and crossfiring them.

Is this motherboard decent? I'm not looking to overclock, but I do need two 16x PCIe connectors for a potential crossfire.

Is the PSU reliable? I want something that's around 650W, has the necessary connectors, and won't explode one me.

Is there anything wrong with this setup? Are there better alternatives in this price range for these parts? Would this play AAA games at 1080p60 for a reasonable amount of time?

No SLI support, you know what means the second slot is 4x.

How much would an x4 cripple crossfire performance; does the benefits of the Z170XP-SLI outweigh the price difference?

Depends on the game and what actual speed that slot will be running at (2.0 or 3.0). I'd say with the new AMD's not using bridges it accounts for more than it used to.

It can range from negligible difference, to 20% at 1080p.

https://www.techpowerup.com/reviews/AMD/R9_Fury_X_PCI-Express_Scaling/7.html

And that's assuming it's running 4x3.0. If you're going to run Crossfire, get the board that runs them 8x8x. (SLI cert. board).
