No Post

Last night I booted up my new pc out-of-case all I got was a video card error and it wasnt inserted properly. So I boot up today, fans spin (GPU and CPU fan) and the mobo power light comes on but no post? I thought maybe I shocked thte Mobo but then the fans wouldnt spin and I was booting up the mobo on glass if you need to know my specs check https://au.pcpartpicker.com/b/FwGfrH my mobo is new my cpu is used but worked the first time I have changed the ram position for any way it could go I dont know why my gpu fan is spinning BUT one possiblity is my video card is dead (it was used) but I observed when out of the pci slot if I plug in the 6 pin the fans will spin but if it did my mobo would beep 2 times for Video Error like last time when I plug it in the mobo no beeps no nothing even with keyboard and mouse in nothing cpu header in but im not sure that the cpu is working because when I put in the cpu and turn it on the cpu isnt a hot mess of thermal compound but then again ive used the cooler (stock cooler) before and maybe all the thermal compound is gone. The PSU turns on I can see the fans.
