Display Pixelated/Fuzzy

Amigos,

My pc specs x64. 
Core i5 6600, gigabyte B150M-DS3H-CF motherboard, seagate 1tb hdd, kingston hyperx fury 1x8 gb ddr4 2133mhz ram, HP 22es full HD monitor running on Intel HD Graphics 530 NR 1920x1080, cooler master 350W cabinet and installed Windows 10. The fonts, videos and images on the monitor are pixelated/fuzzy. Have tried a lot but problem persists. 
Had a nvidia GT 710 gpu which I removed following advice and a samsung VGA monitor which I replaced with my current HDMI one. Display was the issue then too.

Mobo issue ?
Should I format my OS on Win10 once following gpu removal ?
Will my situation get better if I downgrade to Win7 ?
