ACBel will probably be fine. I don't think Lenovo would put garbage in a business grade desktop.

280W is fine for a computer without a GPU or a lower end GPU.

Can I use this generic 280 Watt power supply I have laying around (I have two if that helps somehow)?

Also, where does the "safety factor of *1.5" come into play and what is it based off of?

(W/O the GPU the safety factor is at 225 Watts)

What is the PSU?
Did it come from a prebuilt? if so, what brand (and model if possible of prebuilt)?

Can you send a picture of the PSU?

 

The PSU in that PCPP list you made isn't amazing, but we will come back to that when I know what you currently have.

It's a prebuilt, came in a Lenovo ThinkCentre M58P I believe(I'm using said prebuild currently)

And assuming it's a higher quality PC, I'd think the (no-name) PSU is at least of a high quality

check that the psu is even standard first. most lenovos come with a 14pin cable instead of a 24pin

Googling the computer it appears the PSU is made by Delta, it will be fine.

 

The PSU you are planning on getting is not great, do not buy that. Buy a Corsair CX 450M or XFX TS instead.

Alright, It's 12 across and has 2 rows which I assume means it's a 24 pin..

I don't have a lot of dollars to spend( hence why I haven't even ordered two of the parts). My friend has the one I chose and he said it has ran fine but he's a PC noob.

When you have enough money to buy the PSU and GPU, make a new thread. Prices often depend on what you should buy.

 

The EVGA 500B is not a bomb and depending on the setup it will be fine, just for $42 USD you can probably get better and I would recommended something better.
