So as we all know Amd will soon be relasing their new zen chips soon, as we hope they will be competitive to intels chips at a lower price, but what i am wondering is when the zen chips get released, will the current vishera chips drop in price significantly since they dont quite hold their price like intel does? No matter how good their new chips can be, if the fx8350 drops by around half itll be the better choice in my mind for my extreme budget build. Any input would be appreciated.

welcome to the Linus Tech Tips forums!

opting for the FX-series over the newer tech isn't really budgeting. you still have to purchase a mid-tier cooling system to overclock to just get close to some of the low-tier dual core 4 thread Intel CPUs on a stock cooling fan. next is the motherboard. stretching the 8350 over a 970 chipset gets a lot of thumbs down. only real consideration is the 990FX chipset (ASUS is releasing a Sabertooth with M.2, USB 3.1) to make the experience worth the budget for gaming, but blows the budget for assurances of performance.

the 'deals' should already be happening to clear inventory as the summit ridge CPUs are close (before holidays) on pre-builts.

There will likely be clearance sales and stuff.  If they're cheap enough I might pick up a 6 core or a 9590 or something to have some fun overclocking.  But really I'd expect most of the inventory will just be recycled.

Also I wouldn't really expect AMD to price much below Intel if they are competitive.  It will be like video cards where they're pretty much an even match in price, but AMD will offer better performing hardware on the lower end of the spectrum. (My guess is Zen APU's will blow the fuck out of i3's.)
