R9 290 fluctuating gpu usage, bad performance

Specs : i5 4690k 4.3 550 psu (good one) 8gb ram. I've been playing the battlefield 1 early access and i can't even seem to play it with stable fps close quarters lags horribly and open spaces are meh. i always felt my 290 had worse fps then other benchmarked 290's card should easily run high but stutters like mad even on medium!

Fans are on so it doesnt even reach 80c. I thought it was a power issue maybe but i've tested the gpu load with 3rd party's and it reaches 100% just fine.
