mouse scrolling down

Ok so I originally post some time ago about my mouse acting wonky. So yet again I have another mouse issue. 

So about 45 mins ago my mouse started to scroll down. On everything. When I alt+tab it will not give me the option to click yes cos it's stuck on no. It won't let me click my windows button cos I donno why. Tried restarting windows no luck. The windows setting bar will not pop up. Can't get to my device manager cos it's stuck on no when the notification popup comes up. 

 

Help please.
