Ah so I was swapping from 144hz to 60hz to fix glitches I was getting with obs, only to find the game I was recording messed up and I ended up with a black screen with audio still playing and peripherals still lit. I ended up doing a force shutdown, only to find that the pc wouldn't boot. I tried switching the psu on and off, which fixed nothing. I left it for 5 minutes, nothing. I came onto the forum, and before I posted, I clicked the power one more time, and, to my luck, I saw the gpu and motherboard lights turn on. Phew.

Now, why did this happen? This is the third force shutdown I've done in this computer's lifespan (about 5 weeks) and this is the only time that it's brought issues. Other forums suggest something died, which freaked me out, but that's not the case. Is it maybe power draw? I know for sure it wasn't heating issues because cpu was under 50 and gpu was under 50.

Gremlins.

Don't worry too much, lock ups and forced shutdowns are part of having a pc. Just try to avoid them, and if you can leave it for a minute or two before starting back up. Occasionally if I have to hard reset mine it wont boot (it's relatively old now), just wait 30 sec and it's fine. Most of the time it's just motherboard having a brain fart.

Worry if regularly during normal use it wont start or shut down properly, that usually gives a hint of hardware fault. It's possible to damage things, but incredibly rare

Silent build - You know your pc is too loud when the deaf complain. Windows 98 gaming build, smells like beige
