100$ computer

So me and a couple of friends decided we wanted to build a computer for 100$. We went to a used computers parts store and bought our cpu, motherboard, and ram all at once. we made the mistake of buying a dell motherboard. It didn't have the connectors we needed and it also wouldn't boot. We returned the dell motherboard and got an asus P5Q-EM DO https://www.asus.com/Motherboards/P5QEM_DO/#. The new motherboard came with a very bad cpu. We tried both cpus and it would not boot. We have four 1gb ram sticks, a 430 watt power supply, and an old 80 gb hard drive. The motherboard is grounded in an old case and when we press the power button the fans spin but nothing comes up on the screen. How do we figure out what part is broken and should we go about making the computer boot.

Reset CMOS

Take one of the ram and put in one of the ram slot and try to boot. Do it for all the ram slot
