Frame Latency?

Do you guys notice frame latency? It has do with the ability of a gpu to render the last portions of the most difficult frame in a interval. nVidia usually beats AMD/ATI, but its mostly a driver issue. Can anyone tell if a driver/cards is having latency issues? Do you even care about other stuff than fps?
