Bottle neck help

cpu fluctuates between %77-%93 each core stays at about 73 degrees %85-%94 usage each core the 2.6ghz holds

about 5gb of the ddr2 is used

gpu1 fluctuates between %35 the spikes back to 90s gpu stays in the 50s in temp

my specs are

q8300 2.6ghz

8gb dddr2 

rx460

Intel Core i7-6700K 4.0GHz Quad-Core Processor    Cooler Master Hyper 212 EVO  ASRock Z170 Extreme4+ ATX    Corsair Vengeance LPX 16GB    Samsung 250GB 2.5" SSD   MSI GeForce GTX 980 4GB    Fractal Design Define S  Corsair CXM 750W
