It's barely able to keep Windows and a game running, it's going to be impossible to play and stream eSports games, whithout even mentioning AAA titles... I honestly can't suggest changes because for that price tag there's nothing capable of both playing and streaming imo

for things like lol and csgo barely its gonna run at 30 to 60 fps with recording/streaming and for those games 400 fps is not  good for comp,even casual gaming get a better cpu like a i5 or a cheap old xeon (good for streaming because of all of those cores) but even that wont be optimal get a 1000 dollar build

My plan is to record OR stream, not both, and my main games are going to be call of duty, Minecraft, gmod, titanfall, and battlefield. My preferred recording/streaming program is OBS Studio, and I use Sony Vegas 13 (might be 14 I don't remember) to edit videos, and I switch between Photoshop CS6 & CC for thumbnails.

Neither the games (maybe except for MC and gmod) nor the rendering (Sony Vegas) will run on that system. I'd wait until I have more money to afford a better build.

I know the editing will work, as I currently have a 2012 Lenovo Yoga with a 2.13 GHz Pentium with 4gb ram, and Intel HD Graphics, and it works on there...

vegas will run but you will get quite a lot of hiccups

Well, I meant greatly. It heavily depends on what you're doing: if it's just edit & rewrap, you're fine, but once you add effects, res scaling and transcoding (not even at the same time) it's going to struggle doing 1500-2000 frametime.

The only way you can use that for streaming or recording is that you build that rig, then build a completely new intel (or later on perhaps Zen) based rig and use the 350 one as a secondary rig to record the footage and/or stream.

I have an i5 4690K OC'd at 4.4GHz. BO3 uses 35-50% of the CPU constantly, and (during the BF1 open beta) I saw 65-75% CPU usage (on all four cores, mind you) constantly, again. There's absolutely no chance you're going to be able to run'em at 60 fps (resolution doesn't matter anyways, because it shouldn't affect the CPU usage)
