Windows 8.1 install help please

i get to the terms and conditions and i accept but it restarts and says insert a boot device

reinstall windows onto the drive that you are trying to install to and  it should work

well im trying to help my friend and he is across the country but it went to the terms and conditions he accepted them and it restarted went to restart computer and insert a usb boot device and idk wtf is going on now cause its hard to just say something and im not there in person to know whats going on
