So I'm building a raspberry pi retropie machine that emulates a bunch of different systems so I wanted a good controller. The best controller the PS4 controller. But what I'm asking is if I can plug in the charging cable to the controller and use it as if it were wired. I don't want to use the built in bluetooth or buy a dongle for that matter. Please and thank you, any help is accepted.

Yes the cable for PS4 transfer data as well as power.  Though by default the PS4 controller has no drivers for windows so you need another program to emulate it into a xbox controller, whether something like that is available for raspberry pi I don't know.
