OK sorry, I misread it as 740 (Nvidia card). Are there any other computers you can try your GPU on?

Radeon HD 7450 and RX-460 uses different GPU drivers.

 

The Radeon HD 76xx (and below) and older graphics card are now moved to the "Legacy" support category.

Those drivers are different from the 7800 series up, and newer -- like your RX-460.

 

  1. Put your Radeon HD 7450 back inside your computer
  2. Uninstall your existing drivers
  3. Turn off computer and swap in your RX-460
  4. Download and install the latest drivers for your RX-460 DIRECTLY from AMD's website

The latest available currently should be driver version 16.10.1.

Dated: October 4, 2016.

 

Next own down is version 16.9.2.
