If I connect a hard drive with a virus to my PC to wipe it will it infect my PC?

Possibly? It probably depends on the particular virus.

What I would do is boot Linux off a flash drive (getting ubuntu on a flash drive is easy enough, just check the ubuntu website) and format it from there. The virus will be completely harmless on Linux.
