rx 470 doesn't have the analogue pins anymore to carry vga signal in the dvi connector (if there even is a dvi connector)

hdmi to dvd-i adapter will probably just passively convert the digital signal,without creating the analogue signal on the analogue pins inside the dvi connector, so it would actually be only dvi-d (-i stands for digital+analogue)

 

best way would probably be to buy a displayport to vga adapter/converter, it will cost you around 20$ but they're very reliable compared to active hdmi to vga converters which sometimes need on separate power from a usb port to work or something like that.

HDMI doesn't support passive adapters to DVI-I, only to DVI-D.

 

As suggested, a DisplayPort to VGA adapter is the next best option.
