Can you put a dual gpu card(7990, 690) in a miniITX motherboard? 

would it work? even if the motherboard has only one PCI-e slot  and a 7990 or a 690 is actually 2 gpu's in one

Sure as long as the motherboard has a PCIE 16x slot whether its running at gen2 or gen3 bandwith it's totally fine. However it should be noted that the card will over-hang over specific connectors for audio, Q connectors even internal usb connectors.

Yes, but make sure there are 2 PCI-E bracket slots in the rear of the case.

Ensure your case has more than 2 expansion slots, if you buy an matx case should be good for air cooling in this scenario

 

Kinda have to burn you when you ask for 7990,690 thought you were gonna run both cards in a funny configuration
