They're meant for Mini-ITX builds, where you don't have that much space to fit a GPU.

This more or less. They normally are a little bit louder since their fan has to run faster to cool the GPU, and they rarely have any overclocking headroom.

But, they're normally some of the lowest priced cards in a series which can be attractive to a baller on a budget, and you never really have to worry about them fitting.
