Non-Impact Streaming with Pascal Cards?!

I swear I read somewhere a while ago that the Pascal cards would have a chip specifically designed to stream (capture) games without affecting FPS. Is this true or am I confused with another product line? I can't seem to find anything on this except for Anvil which is an entirely different thing.
