I have a GTX 1070 STRIX which I will probably overclock, with a 4770K. Is my CPU a bottleneck? if so, should I overclock it and by how much? I have a Hyper 212 EVO and my temps are 70C at full load

Depends on game and settings. And your monitor.

Don't worry, you won't kill anything if you things the proper way and mind your temps.

Because not OCing when you have a K CPU, Z mobo and nice cooler is the same as having thrown money away when you compare to a non OC setup xD

I've already replaced the thermal paste a few times and it's not helping. 70C isn't that bad though

No because K is higher clocked out of the box, and I got my Z series motherboard for 30$, which is much cheaper than I would've gotten a H or B series

Yes do overclock it will help with your performance and if you doubt it try it and run sown benchmark or compare framers test between overclcoking segments a different you will see. I gaunt about 10 or 20 fps by overclocking my 3570k, plus the k series was meant to take the beating an overclock will serve, plus it's just rewarding to know you increased the performance of your cpu with a  it of work trust me.also a fun hobby to get into takes time but like I said very rewarding.
