A computer shop has quoted me a discounted price for the parts I'm ordering excluding the motherboard and keyboard

I noticed they changed the ram and optical because they didn't have what I requested, they're saying they're better but I just want to get a second opinion

because they've discounted the price quite a lot.

Have they cut corners or are the parts not what I ordered apart from the ram and optical drive?

Is the ram as good or equal to what I originally wanted?

Here is what I'm after: http://nz.pcpartpicker.com/list/NqpPJV

Here's the items they quoted me for a total of $549NZ while the total on NZpartpicker they're $638

Noctua NH-U12S CPU Cooler with NF-F12 PWM

Mushkin Blackline FrostByte 16GB (2x8GB) DDR4-2400 CL15 (997199F)

Seagate Barracuda ST3000DM008 3TB 64MB 6Gb/s SATA3

24026 EVGA SuperNova 750 G2 750W 80Plus Gold Full Modular Power Supply

26327 ASUS DRW-24D5MT 24X SATA DVD Writer

Er... I suppose it is a bit better? It does have better frequency, though latency is a bit worse. Overall, I'd say it is better (though it would be best if it was a higher rated kit).

What matters more with ram, frequency or latency? is this a difference I'm going to notice?

RAM speeds haven't made a noticeable difference for a while now. Honestly, you wont notice a thing.

Both matter. And you also have to remember: you can only directly compare latency between 2 kits with the same speed (otherwise the comparison isn't accurate). For Skylake and DDR4, though, seems like speed is the main priority.

Check for a 2800/3000mhz CL15 or 3200mhz CL16. They should be easy to find and not really much more expensive than regular sticks. Or, if learn RAM OCing and do it yourself, that's a time consuming (but cheaper) option as well.

They're kind of related. but as far as gaming performance goes you don't really notice RAM performance differences except in really high end systems and in really CPU intensive games... beyond that the difference in RAM performance is largely negligible.

When I divide the mhz by the latency the one they quoted is 8 better. The hyper being 152 and the muskiin being 160. Should I be going for something better than this? because i only have like $50 more and that has to include shipping & some food.

Would it help if I stated what the rest of my components are? Also have they switched anything else except the optical drive?

unless you have an SLI system with a massively OC'd CPU you are unlikely to notice any meaningful difference in RAM speeds/latencies in most gaming situations. Most people go "well if i'm spending 2k on a computer, an extra 20 bucks on some faster RAM is a no-brainer"... if you do not fall into that category or do not have the extra cash to spend then do not feel obligated to do so. RAM speeds typically do not affect gaming performance very much at all (we're talking like 1-2 fps here)

Er..... I derped hard. I thought the kit they offered was CL 16, not 15. So what they are offering is actually better in both latency and frequency. Go for that if you can't really find anything better for the same price.

Both are fairly important but frequency should be prioritised since true latencies remain often the same anyway.

There's going be people telling you that faster RAM won't matter and that's simply not true. The biggest impact of faster RAM is arguably higher minimum framerates, giving you a more consistent FPS and less stuttering.

But yes, in CPU intensive scenarios, you may see a boost in average FPS. Digital Foundry has a few videos on the matter.

Diminishing returns starts to take place at around 3000MHz, so I'd aim for 2666MHz at least. 3000MHz would be sweet.

I've got a i7 6700K & GTX 1070. Am I likely to need the 2666mhz with those?

If you have the money laying around then yes, faster memory is cheap enough for you to consider getting it (i have 3000MHz RAM in my build).

however if the choice is between faster memory or food, then you should really be choosing food lol

For higher minimum framerates and potentially a boost in average framerates? Yes please.

Need? No, RAM is one of the more minor aspects of your components so if it compromises a important part (CPU, GPU, PSU), then no. If you have some extra cash you can afford to spend, it'd be a nice thing to have.

Wait here's a 16GB one that's just $20 more expensive

That's not too bad considering Kiwi prices...

$20 more for 260 more mhz and only 6 points when you divde the mhz with the latency. That worth it?

Is this a kit of 2666MHz RAM? I'd say it's worth it.
