Clean driver install causes stutter

Had a problem with a driver that got corrupted and was causing bluescreens . Used DDU to uninstall it , then reinstalled the latest one with GfExperience (372.90) and decided to check "clean install" .

 

Ever since then i'm getting horrible stutter I.E. in csgo net_graph and GfExperience show i have 200+ fps but it feels like <20 , especially when there is an enemy on screen and i shoot at him/ he shoots at me .

Other than that i also get normal FPS drops when it shows i actually get below 60-100 FPS ( VIDEO fullscreen to see FPS in small text at bottom ). These are the CSGO settings in control panel ( 1 ; 2 )

 

This never happened before the driver install even when i was running the corrupt one that was just bluescreening . On an  MSI GTX 760 twin frozr 2gb . 

 

Temps are fine , if you need a deeper analysis i can play a round of deathmatch with taskmanager and msi afterburner analysis on and SS it in case it's some other problem.
