800€ mATX gaming rig for a friend

Building a gaming rig for a friend of mine. Got a couple of things that still need deciding. We live in Finland, ordering most of the parts from Germany, case from Finland and Win 10 Pro from Kinguin.net. Already have a SSD.

 

- Is 8GB of RAM enough for newest games or should we opt for 16GB already?
- Is GA-B150M-D3H a good mobo for this build? Lots of people seem to be recommending MSI B150M-Mortar, but I'm more comfortable with Gigabyte. Is there any difference quality-wise? Both boards pack all the desired functionality.
- Case. Any recommendations for the best price/perfomance mATX case, budget 40-100€ on this. Options we've had a look at include Silverstone TJ-08B-E, Cooltek C3 and Fractal 1100.

- Kinguin.net. Does it work for OSes? I've bought a couple of games and they worked fine. We are poor college students so we don't really care where did the product key come from as long it's working ^^

 

E: Yeah, forgot to mention games he's gonna play include CS:GO and BF1 mostly. He's gonna buy a 144 hz 1080p monitor.

Wouldn't the aftermarket cooler make the system much more quiet?

 

E: Also, there's a 7€ difference between the boxed and tray CPU. Could aswell buy the tray and a proper cooler?

 

E2: One more question. The board contains 2 PCIe x16 slots. If I plug the wifi-card into the lower one, will the main slot with GPU still run at full x16 speed?

 

According to specs:

 

1 x PCI Express x16 slot, running at x16 (PCIEX16)

1 x PCI Express x16 slot, running at x4 (PCIEX4)
