how can i mount my 2.5 hdd i was thinking of just velcroing it but is the bottom of the hdd conductive? or should i do something else

Mount it in a drive mounting spot. Otherwise you won't even be able to use it.

Does anyone even use PCIe SSDs?

Best you could do is get yourself a HDD caddy. If you mount the HDD outside your laptop you only can connect it by USB, which will make your laptop all bulky and makes the HDD more likely to die.
