No no used parts and i have bot

i have both cpus no. used parts  and the i5 is in a media pc and the i7 is in a gaming pc

Oh, then if you've a Z series mb, a decent cooler and know how to OC you'd try to see how your games perform with each CPU.

If you're not bothering with OC then keep the i7

What CPUs are we talking about here, and what clock speeds?

i74790 @3.60GHz vs i5 4690k at 3.50GHz i5 can overclock

I would argue that the 4790 would be the better option, and it would be a consistent option with clock speeds. Banking on the 4690K to get a high clock speed to beat the 4790 may not be the best option.

Another question though: What is the purpose of the machine the CPU will be used in?

I'd get the i7, though it depends on what is your usage. Also, why not go with skylake? Are you buying used parts?

Are you asking if the CPUs would work better if swapped?
