Well the "fastest" would be a render farm with like dual or quadruple Xeons and a couple of Quadros but I doubt you can afford that. An i7 or xeon with like 6 cores or more should be pretty good start. But a good GPU can help too.

E5 2699v4, on a dual socket motherboard, or quad e5 4669v4, you could even go up to eight e5 cpus.
