As far as I'm aware, F8 is the method to boot a Dell Win 7 machine... Are you sure you're doing it properly? I know sometimes it can ignore it if not pressing it like a madman escaping from hell.

Check out this guide. In windows 7, open msconfig, and you can use that application to schedule a reboot into safe mode.

We have a NEW and GLORIOUSER-ER-ER PSU Tier List Now. (dammit @LukeSavenije stop coming up with new ones)

You can check out the old one that gave joy to so many across the land here

if its running 7 boot it up and cut the power and it should ask you at next boot what mode you want to boot into.  I'm assuming the keyboard and mouse work outside windows

Current: R2600X@4.0GHz\\ Corsair Air 280x \\ RTX 2070 \\ 16GB DDR3 2666 \\ 1KW EVGA Supernova\\ Asus B450 TUF

How can I do that without keyboard or mouse...

Dammit I misread the OP, again.....

I will assume that you've tried every single USB port you have.

Try using another keyboard, mashing other keys like delete or escape

Can you get to the BIOS right now?
