High ping can reduced Download and Upload speed

So I noticed it when i was trying to watch a youtube video and it started coming out choppy and the video was far behind the audio. So I quickly ran a speed test and and i noticed my ping was much higher than normal, my download speed was cut in half and my upload speed was greatly reduced. Also this problem only seems to be occurring on my main rig and my chromebook, my iphone and ipad are fine and function as normal and it also affects any video not just ones hosted on youtube

Have you tried any of the following.

Check for viruses

Check to see if downloads are still running

If you are seeding or downloading torrents

If you are running windows 10 you may want to download anti spy bot beacon this disables windows sending data to Microsoft servers which can slow down internet speeds.

I have checked for viruses and and I am not Downloading anything, and with the Microsoft stuff it was a problem in the past so I'm not sure why it would become a huge issue now
