i have an Athlon 860k with a R9 270x and when playing battlefield my CPU is pegged at 99%-100% but my GPU rarely goes above 80% is this a bottleneck?

It might be. Battlefield is CPU heavy in this instance.

Yes, but that may not necessarily be a bad thing if you're still getting a good experience out of it (60+ FPS, no stuttering). Unless you're rendering infinite FPS, there's always technically bottleneck, whether that be your CPU, GPU, or your monitor's refresh rate (if you have VSync enabled).

yep. if you want to reduce CPU usage and get more FPS, the most CPU hungry setting is Mesh Quality, you can try turning that down. There are also some custom user.cfg files you can look up that are designed to improve performance without taking away much visual noticeable stuff.
