Sadly, Februady 2017 is more than the 10 days he claimed to have, and I doubt a $300 ZEN CPU+motherboard (possibly RAM, if he already has DDR3) will be good enough, if available at all.

The purpose for the CPU is used for applications that are Processor Oriented (per core speed along with number of cores). And I would use a separate GPU for this project. I have a quadro 6000 along with 4gb*4 of DDR3 ram. Also please recommend a good PSU for this project.
 
 
Max Budget is about $300 for now. I would upgrade my pc in the month of FEB 2017.
$300 is for the Processor and Motherboard only.
Any Suggestions are greatly valued.

Get the cheapest 8-core Piledriver you can find (FX 83XX or 9XXX), you can get all of them to run at 4.0GHz or higher. If you need to buy a cooler too, you could consider buying one with the Wraith cooler even if it costs a little more, as you would save on the cooler side. Motherboards vary, but basically any AM3+ motherboard with 8+2 power phases and some form of VRM cooling will handle 4.0GHz Piledriver (I'm not saying all 8+2 are equal, but you should be fine if those conditions are met). I don't know prices in India, but $300 isn't too low for the FX platform, especially in the used market, so you should be able to restrict your attention to 970 and 990 boards.

 

Looking in Amazon India, the cheapest I've seen are:

-MSI 970 Motherboard

-FX-8320E (I got an FX-8370E to 4.4GHz easily with less voltage than the 9370, so I assume the 8320E won't have troubles overclocking either)

 

 -FX-8350 with Wraith cooler as "plug and play" alternative, although I believe that takes you off your budget (RS 20000?)

 

It's not THE best hardware, but it will meet your requirements while staying within budget.

It still has a pretty weak power delivery system and an FX8 cpu can push well beyond that, especially if overclocked.

FX8370

Asus 970A Pro gaming Aura = a decent motherboard with a 7+1 digital powerphase design from Chil.

More then capable to get a nice overclock out of that FX8350 / FX8370.

fx- 8370 is alone 18-19k Rupees in india i don't think cpu + motherboard + cooler can under 20k Rupees .

FX8350 or FX8320 then.

They are basicly all the same thing, main diffrence is clockspeeds.
