CPU DOA??

It's possible that the BIOS needs an update to run the CPU if the CPU was released after the motherboard was released.  That's assuming Dell even bothered to make the necessary BIOS update available.


If that's not the problem, then yeah, it's almost certainly dead.

Turns out it was the motherboard, works now! :D
